The erection, demolition, alteration, or repair of any building in a residential or business district is prohibited other than between 7:00 a.m. and 6:00 p.m. on weekdays, unless in cases of urgent necessity for public safety with a permit from the City Building Inspection Department.

The playing of any radio, phonograph, electronic device, musical instrument, singing, shouting, and crowd noises is prohibited if it is unreasonably loud and disturbing. Between 10:00 p.m. and 7:00 a.m., it is a violation if plainly audible at 10 feet from an enclosed source or 25 feet from an unenclosed source, and must not exceed 50 decibels.

Unreasonably loud or harsh sounding of any horn or signal device, or sounding for an unreasonable period, is prohibited, except as a danger signal. The use of gongs or sirens on non-emergency vehicles is forbidden. Vehicles out of repair, overloaded, or operated in a manner that creates loud grating, grinding, rattling, or other noise are prohibited.
